•Phase 1 – with effect from 10 April 2013:
Applying for an Employment Permit whilst already lawfully resident in the State

Можно поменять (точнее - попытаться) Work Permit на Green Card не выезжая из страны.
Непонятно - а что раньше нельзя было?

•Phase 2 – with effect from 1 July 2013:
Highly Skilled Job Interview

Приехaв и пройдя собеседование можно не выезжая сидеть ждать Грин Карту. Несколько непонятно - накой это надо, их же за неделю не делают.

Atypical Working Scheme

•persons employed in the State on a short term basis i.e. between 14 and 90 calendar days (inclusive);
•non-EEA nationals employed on a trial basis (not exceeding 90 days inclusive of date of entry to the State);
•other categories of employment that may not be covered by the Employment Permits Acts.
