PERSONAL IMPORT OF ANIMAL PRODUCTS
From EU Countries In order to maintain the high level of protection for animal and public health only animal products which have been produced in accordance with EU rules may be imported for the purpose of own consumption. Generally, this applies to animal products which are on sale to the public in the Member State of origin that have been appropriately packaged and have an identifying EU health mark. From Non-EU Countries In summary it should be noted that the personal import of meat and milk products for own consumption purposes from almost all non-EU countries, by means of personal baggage or postal import, is prohibited under EU and national regulations. For more specific information on this subject please click here. Food Safety Liaison Division, Date: October 2004 Animal Product Imports for Personal Consumption Advice to Travellers and Passengers 1. Intra-Community Travel In the case of passengers travelling to this country from another Member State of the EU - as well as Andorra, Norway & San Marino animal products may be brought to Ireland for personal consumption. As a guideline such imports should not exceed 10 kgs. 2. Third Country Travel To ensure the protection of animal and public health the EU has laid down conditions (see (i) below) governing the introduction into the EU of animal products by means of personal baggage or postal import for the purposes of own consumption. Animal Products such as meat & meat product's, milk & milk product's in personal luggage are prohibited unless: a) The product does not exceed 5 kg and originates in one of the following countries: Faeroe Islands Greenland Iceland Liechtenstein Switzerland b) It is one of the following: Powdered infant milk Infant food Special foods for medical reasons and it is a proprietary brand, the packaging is unbroken and it does not require refrigeration (unless it is in current use) and the amount does not exceed what can reasonably be consumed by an individual (c) Other animal products (e.g. fish, honey, frogs legs) - a maximum of 1 kg may be imported by way of personal import for own consumption only from third countries or parts of third countries that have been approved for trade in such products with the EU (see (ii) below). The general conditions applying to products from countries mentioned at 1 & 2 (a) & (c) above for which the import of animal products is permitted are: * Animal products must originate from establishments that have been approved by the competent authority in the country of origin. * The animal product is not the subject of a Commission Safeguard Decision banning importation from one of these countries due to animal disease outbreak. * The animal product must be appropriately wrapped and labeled with a health mark. Travelers from third countries must immediately surrender for inspection, any relevant products to Department of Agriculture and Food Officers or Customs Officers at the point of entry into the EU. Any products identified as being in breach of the EU provisions will be seized and destroyed. Under national regulations (see (iii) below) it is an offence to import animal products from such countries and, on conviction, it is punishable by fine of up to џ3,000 or imprisonment or both. A charge will also be levied in respect of the safe destruction of any animal products that have been seized. It is a requirement of EU & National legislation that travel operators bring the conditions at 2b) above, to the attention of all travelers to the EU coming from third countries. The EU Commission has also published information notes and posters that may be accessed from its animal health and welfare information web site (see (iv) below). d) The conditions governing the importation of animal products from third countries, including any of those outside the exceptions provided above under (a), (b) & (c) are as follows. The animal product must: * Be presented at a Border Inspection Post (Dublin Port or Shannon Airport) for veterinary checks * Come from an EU listed third country, for which no safeguard measures are in place * Come from an EU approved establishment (listed for the relevant product) * Be accompanied by appropriate Health Certificate(s) * The animal product must be appropriately wrapped and labeled with a health mark. * The importer is registered with DAF * The importer has given 24 hours advance notification 3. Precaution Food products imported as personal baggage should never be fed to any animals / fowl, whether wild or domesticated. It is important that any leftovers or unwanted food is disposed of properly in refuse bins and in such a way that this food is not picked up subsequently by birds or scavenging animals.
