* 1 May 2004 - Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia
* 16 October 2004 - Switzerland (ratified by referendum on 5 June 2005)
* 1 January 2007 - Bulgaria, Romania

Всего 30 стран участвует в договоре, но имплементировали только 15.

Там все на порядок веселее:
UK просто не учавствует в Schengen aсquis, а вот с Ирландией намного интереснее - нижеследующий абзац протокола к Амстердамскому соглашению

4. Declaration by Ireland on Article 3 of the Protocol on the position of the United Kingdom and Ireland
Ireland declares that it intends to exercise its right under Article 3 of the Protocol on the position of the United Kingdom and Ireland to take part in the adoption of measures pursuant to Title IIIa of the Treaty establishing the European Community to the maximum extent compatible with the maintenance of its Common Travel Area with the United Kingdom. Ireland recalls that its participation in the Protocol on the application of certain aspects of Article 7a of the Treaty establishing the European Community reflects its wish to maintain its Common Travel Area with the United Kingdom in order to maximise freedom of movement into and out of Ireland.

рассматривается как "Ирландия не имплементирует Шенгенское соглашение только пока существует CTA" (это и послужило поводом к спекуляциям на тему).

Другой вопрос, что у CTA даже юридического определения нет - что это такое и существовала ли она вообще (британцы, например, вообще считаю что CTA [что бы это ни было] де факто прекратила свое существование в 1997-м, когда Ирландия в одностороннем порядке ввела паспортный контроль в аэропортах для пребывающих из UK).

В общем, нет никаких сомнений, что отмажутся - то что не существует прекратить существовать не может
