sorry, lads. откликаясь на вашу просьбу, я тут попробовал начать отвечать и вскоре понял, что для того, что бы ответить развёрнуто и аргументировано, мне понадобится просто невероятное количество человеко-часов. так что, не обессудьте. как-нибудь потом, после успешной эвакуации и передислокации, под настроение, долгим зимним вечером в своём уютном домике с видом на Двину, под порт и потрескивание поленьев в камине.

Six issues that will decide election
Here's where the main parties stand on what really matters to the public Fine Gael HEALTH: 1,500 more convalescence, rehabilitation and long-stay beds as well as more clinics for minor surgical problems. Extend medical card to over 40pc of the population in next five years and give GP cards to all under-fives. Cost of €453m and deadline of 2012. ECONOMY: (FG-Labour joint policy) Cut the standard tax rate by 2pc, abolish stamp duty for first-time buyers up to ?450,000. Index-link personal tax credits and bands to earnings, increase the home carer's credit to the PAYE credit, a ?1,000 increase in tax credit for carers and a ?5,000 increase in standard tax band for families. CRIME and DRUGS: (FG-Labour joint policy) Bring number of Gardai to 15,000, introduce Independent Garda Authority, more resources for community policing, opening up senior garda management positions to candidates outside the force, require judges to explain when they deviate from sentencing guidelines. CHILDCARE: Expand pre-school education, especially in disadvantaged areas. Pay up to two-thirds the cost of pre-school for all children and up to 100pc for those who satisfy means test, establish a register of childcare providers. Paid parental leave and increase early childhood payment from ?19.24 a week to ?50. TRANSPORT: An extra 200 buses for Dublin Bus and licences for an extra 100 private buses, complete key Transport 21 projects such as intercity motorways, the Luas extensions and the Western Rail Corridor. Mandatory Sunday and night roadworks on the M50. EDUCATION: (FG-Labour joint policy) Reduce class sizes to 25:1 in mainstream schools and 15:1 in disadvantaged schools, double the capitation grant for primary schools, end the use of temporary school accommodation by building new facilities, setting a target for an end to pre-fabs. Fianna Fail HEALTH: Want the majority attending A&E to be treated elsewhere, 500 primary care teams to be put in place and 20 local injury clinics to take pressure of A&E units. Estimated cost of €22.1bn and a timeframe of four years. ECONOMY: Cut the standard rate of tax from 20pc to 18pc and the top rate from 41pc to 40pc. Cut the PRSI rate from 4pc to 2pc for workers, as well as abolishing the PRSI ceiling. Abolish stamp duty for first-time buyers and increase mortgage interest relief by 25pc. CRIME and DRUGS: Increase the number of gardai to 16,000; anti-social behaviour units for every town, city and county; fine parents who allow their children to engage in anti-social behaviour; increase fines for public order offences from ?1,500 to ?5,000. CHILDCARE: 50,000 additional childcare places by 2010; increase paid maternity leave by five weeks; increase child benefit and the early childhood payment; ensure every child has access to a playground. TRANSPORT: Complete the five intercity motorways, two metro lines in Dublin; extend the Luas lines around Dublin; re-open the Western Rail Corridor from Ennis to Claremorris. EDUCATION: Provide 4,000 more primary school teachers; build new schools; reduce class sizes in Irish, English and Maths at second level, and hire extra guidance councillors. Greens HEALTH: Provide an additional 400 acute beds and 400 stepdown beds per annum over term of government. Introduce medical cards for children under six within first term and open 24-hour primary care centres staffed by range of specialists. ECONOMY: Reduce higher rate of tax from 41pc to 38pc and lower rate from 20pc to 18pc. Abolish stamp duty altogether for all first-time housebuyers and introduce banding for other purchasers. Maintain corporation tax at its current levels. CRIME and DRUGS: Increase garda numbers to at least 15,000 and establish an Organised Crime Agency. Implement guidelines to require the judiciary to provide explanations for sentences. CHILDCARE: Replace ?1,000 early childhood payment with refundable tax credit or direct payment of ?1,800. Free universal pre-school education. TRANSPORT: Honour all existing motorway projects but reprioritise other projects on basis of road safety. Expand Luas and Metro lines to nearly double current proposal sizes as well as Luas lines for Cork and Galway. Reform bus regulation. EDUCATION: Invest ?1bn in additional funding for the first year to front-load educational priorities. Provide 2,400 extra teachers at primary and secondary levels. Examine the needs of education in Irish-speaking areas. Labour HEALTH: Plans to use unspecified funds from the National Development Plan to provide an additional 2,300 beds and 1,500 community beds. Will extend medical cards to 40pc of the population, with free cards for the under fives. Cost of €453m. ECONOMY: (FG-Labour joint policy) Cut the standard tax rate by 2pc, abolish stamp duty for first-time buyers up to ?450,000, index-link personal tax credits and bands to earnings, increase the home carer's credit to the PAYE credit, a ?1,000 increase in tax credit for carers and a ?5,000 increase in standard tax band for families. EDUCATION: (FG-Labour joint policy) Reduce class sizes to 25:1 in mainstream schools and 15:1 in disadvantaged schools, double the capitation grant for primary schools, end the use of temporary school accommodation by building new facilities, setting a target for an end to use of pre-fabs. Sinn Fein HEALTH: 3,000 more acute beds and additional step-down and rehabilitation centres. Reverse cutbacks at local hospitals and ensure A&E units are available locally. Target of universal eligibility of medical cards. Estimated cost of €233m a year. ECONOMY: Fundamental review of tax system and levels, and close off all tax loopholes. Tax harmonisation across the island while also committing to reduce the amount of tax paid by low-income earners. No change for corporation tax. CRIME and DRUGS: New 'accountability' mechanisms for gardai. Divert resources away from the Special Branch to drug units. Ring-fence confiscated criminal assets for projects in drug-affected areas. Ensure more consistent prosecution of sexual assault, rape and domestic violence. No plans to increase garda numbers. CHILDCARE: Universal pre-school system. Extend Early Childcare Supplement of ?1,000 per annum to include children aged 6-12. Force employers to provide more flexibility for working parents to stay at home and mind their children. TRANSPORT: Abolish road tolls across the country while also redirecting proposed M3 road away from the Hill of Tara. Reopen old rail lines and provide 500 extra Dublin buses. Re-nationalise Aer Lingus. EDUCATION: Pre-school session of 3.5 hours per day for all children aged 3-5 years. Reduce class sizes for all under-9s to maximum of 20. Prioritise action on autism and keep Irish as core subject at post-primary level. Progressive Democrats HEALTH: Uncosted plans for 1,000 more beds through co-location. Plan a 30pc reduction in MRSA but have provided no costing or timescale. No pledges on future of medical cards but have said additional 80,000 provided since 2002. ECONOMY: Reduce standard rate of tax to 18pc and the higher rate to 38pc. No income tax payable by couples earning at least up to ?40,000 and single people earning up to at least ?20,000. No new taxes or levies on employment, and maintain Corporation Tax. CRIME and DRUGS: Increase garda numbers to 16,000. Extra 1,200 administrative staff plus new crime analysts. DNA records computerised and more CCTV systems nationwide. Criminal law rebalanced in favour of victims. CHILDCARE: Increase children under-6 payment from ?1,000 a year to at least ?2,000 a year. Extra 50,000 new childcare places within three years and one year's free community based pre-school. TRANSPORT: New outer orbital road for Dublin and a Luas for Cork. Relocate most of Dublin Port to North Co Dublin and build a new skyscraper city on the current site. No plans for more buses. EDUCATION: Establish a child protection unit within the Department of Education and ensure that every school prepares an 'anti-bullying' programme. Invest ?2bn for greater equity of access to higher education. Provide pre-school children with one year's free community-based education.
