APPLICATION BY NATIONALS OF EEA AND NON-EEA COUNTRIES (OTHER THAN IRELAND)
Nationals of EEA (other than Ireland), and non-EEA countries have to apply for a Russian visa at a Russian consulate accredited in the country of their citizenship. Those nationals, other than Ireland, who are legal residents in Ireland, meaning who have a permission by the Irish Authorities for permanent/long term residency in the country, have to present to the consulate (in addition to those documents specified under GENERAL INFORMAION) proof of such permission (either certificate with name and address issued by the Irish Police, or certificate issued by the Irish Immigration Authority, or letter of Employer or Educational Institution, or corresponding stamps by the Immigration Authorities in the passport, or GNIB registration certificate, or Irish Driving Licence).
-както не очень понятно, что если тот кто подает на визу гражданин Латвии он может подать на визу только в Латвии!?
