VACANCY NOTICE – Mapping Exercise Consultant
Vacancy Notice Ref:MAP001
Duty Station: IOM Dublin
Position Title: Mapping Exercise Consultant – Moldova/Georgia
Type of Appointment: Special all-inclusive short-term consultancy contract (maximum of 45 days)

General Functions:

The aim of the mapping exercise is to identify the location and profile of potential beneficiaries for IOM’s voluntary return programmes open to asylum seekers and irregular migrants. The ultimate goal of the mapping exercise is to help IOM to improve its communication strategies with foreign language communities in Ireland through media articles, advertisements and presentations to community groups.

Under the direct supervision and close coordination with the Senior Programme Manager/Information Coordinator and the overall direction of the Chief of Mission, the Mapping Exercise Assistant will provide direct support in the implementation of the Mapping Exercise for nationals from Moldova/Georgia.

Duties will include:

•Design the research methodology, including the questionnaire, sample frame and guidelines for conducting the mapping exercise

•Carry out the initial secondary data collation: i.e. examination and compilation of publicly available sources of information regarding the Moldovan/Georgian community profile and location in Ireland

•Design a plan of action to directly reach Moldovan and Georgian migrants including design, drafting and testing of the questionnaire, conducting the surveys and qualitative interviews.

•Identify and establish networks with diaspora groups and community organisations from Moldova and Georgia throughout Ireland, (to initiate the gathering of information listed in the questionnaire)

•Organise and conduct the data collection process both with community groups, and with individual migrants through face to face and telephone interviews ensuring balanced geographical spread throughout Ireland.

•Attendance at regular briefing meetings with the IOM Dublin programme team, for planning and review purposes, and ongoing close cooperation with IOM Dublin on all aspects of the mapping exercise.

•Draft ongoing project weekly reports, and notes for the files on relevant meetings

•Prepare statistical analysis, narrative reports and communications are required.

•Produce a detailed report including (1) An overview of the profile and location of the Moldovan and Georgian communities in Ireland in line with IOM Dublin requirements and (2) provide recommendations for information provision needs, including potential multipliers, for access to Moldovan and Georgian communities in Ireland

•Perform other duties as may be assigned.

Essential Qualifications:
• Strong knowledge of the migrant community and migrant networks in Ireland (Knowledge of Moldovan/Georgian communities an advantage)
•Fluency in English and Russian / (Romanian an additional advantage)
•Grounding in quantitative research methods including questionnaire design and data processing
•Excellent communication skills
•Ability to establish networks with relevant community groups
•Computer literacy
•Ability to produce accurate and concise written reports
•Strong time management skills

Desirable skills
•A good degree in a relevant social science discipline
•Knowledge of general migration issues particularly in the Irish ontext
