Hello,
I hope some of you can help me.
My friend in russia wants to come to ireland to work.
He is a trained and experienced chef. He will stay with me so he will have acommodation.
What permits or visas does he need to do this?

Basically, he needs a work permit to be able to work in Ireland.
Via link above you can find the list of occupations -
Ineligible Categories of Employment for Employment Permits and chef, unfortunately is a part of it. But with a few exceptions:

5434 Chefs
(with the exception of—
(a) executive chefs,
(b) head chefs,
(c) sous chefs, or
(d) specialist chefs
each of whom are specialising in cuisine originating from a state which is not a Member State of the EEA and working in establishments other than fast food outlets)

So the steps are pretty simple, find the potential employer, pass the interview, get a permit (generally for Ireland two kind of permits:
General and
Critical Skills permit (CSP)), and then apply for a visa in Irish embassy in Moscow to get entry visa (it needs to entry to country).
Please review those links, and maybe you can find a way to get it done. If he is under one of the exceptions, and salary is enough for the criteria for CSP, better to get it instead of General one (it gives some privileges, check the links) . Good luck!
