E1,000 Childcare Supplement Finance Minister, Brian Cowen, has introduced a direct payment of E1,000 per year. This will be a direct payment available equally to all parents regardless of their labour force status for each child up to six years old. These payments, which will be exempt from income tax and levies, will be made on a quarterly basis in respect of more than 350,000 children who are less than six years of age. The first payment will be made in mid-2006 and will cover the second quarter of 2006. This scheme will cost E265 million in 2006 and E353 million in a full year Paid maternity upped by 4 weeks Minister for finance Brian cowen said in his budget speech that parental leave for parents of newborn babies will rise by 4 weeks from March next year to 22 weeks and unpaid leave will also rise He said he will increase paid leave by another 4 weeks in 2007 bringing the total leave allowance to 6 months by 2008 Unpaid leave allowance will also rise by 4 weeks next year and another 4 weeks in 2007 Parents of newborn infants will have a total allowance of 56 weeks by 2008, he said Childcare to get E317m by 08 The Minister for finance in his Budget speech said he has allocated E317m next year for childcare and E600m by 2008 He said he is working to reach a simple and user-friendly system and proposes a five year strategy to increase the number of places He raised the tax exemption limit for childcare in the home to E10,000 An investment programme will see grants to childcare facilities of E50,000 doubled to E100,000 and community place raised to E1m The budget measures will allow for 65,000 new places by 2010. with a total expenditure of E790m including new finance introduced last year Cowen said the programme targets 17,000 new childcare workers by 2010 Minister for Finance Brian Cowen has delivered his Budget speech to the Dáil, targeting the lower-paid and parents. Mr Cowen announced a "significant extension" of maternity leave, a new childcare supplement for children under the age of six and a modest increase in child benefit payments. From next March women with newborn children will be entitled to an extra four weeks' paid maternity leave, bringing the total to 22 weeks paid leave in 2006. An additional four weeks of paid leave will be available in 2007, by which time mothers will be entitled to 26 weeks, or six months, of paid maternity leave. An additional four weeks in 2006 and another four weeks in 2007 will be available in unpaid leave. The reform will mean that by 2007 women will be able to take a total of 56 weeks' paid and unpaid leave. An annual supplement of ?1,000 will be paid to parents of children under the age of six. This payment, costing ?265 million next year, will begin in the middle of 2006. It will be payable to all qualifying parents regardless of income. Child benefit will rise to ?150 per month for the first and second child and to ?185 for third and subsequent children. Mr Cowen said the aims of the Budget were to improve equality and opportunity and support lower income earners. The old age pension is to rise by ?14 to ?193 per week, an increase of 8 per cent. That measure will lift 52,000 low income earners out of the tax net altogether. Mr Cowen said GDP growth was projected at 4.5-5 per cent in 2006 with inflation of 2.7 per cent. Minimum wage earners will be lifted out of tax net, there will be a freeze on indirect taxes, social welfare payments will be well ahead of inflation and infrastructure and education will be a priority. Some ?900 million in capital spending has been set aside for third level institutions by 2010 and ?300 million for higher education. "I want to improve equality and opportunity for all in society. I want to help those on lower incomes," Mr Cowen said.
