Campaign for the Right to Change Employer

Workers in the Employment Permit System deserve the right to change employer!

Background:

There are approximately 25,000 migrant workers currently in the Employment Permit System in Ireland. These workers are only allowed to work for the employer designated on their permit. They are not allowed to freely change employer.

Binding a worker to an employer in this way is a leading factor in exploitation. Approximately 80% of all the cases taken by the Migrant Rights Centre Ireland involve workers in the permit system, many employed in low-wage sectors, such as agriculture, domestic work, hotels and restaurants.

To counter exploitation and to ensure a fair playing field for compliant employers, the employment permits system must change to give employment permit holders the right to change employer in their job sector. Workers in the permit system, as all workers, deserve this most basic and fundamental right.

MRCI с сегодняшнего дня начинает кампанию по "областям и регионам": вечером сегодня состоится презентация в Лимерике, затем в Голвее и др.

Конечно! Можно добавить в письмо, что будучи натурализованным гражданином, тяготы жизни на work permit'е испытаны на своей шкуре.

"A harrowing audio recording of a migrant worker being directly threatened with deportation for asking to be paid the minimum wage was released at the start of a campaign demanding freedom of employment for work permit holders. In the recording, made in 2009 and released by the Migrant Rights Centre Ireland (MRCI), a Filipino carer can be heard stating, “I want to at least experience receiving a minimum salary for a month. There is a minimum wage set here and then I am not receiving the minimum wage”.
A female employer responds: “ Do you have other work permit?” When the worker continues to insist that she wishes to be paid legal minimum she is told by male employer, “Do you understand how serious this is? You do? “If you leave this house you are going to be deported back home. You are going back to Manila, in chains. That’s how fast it is going to happen”.
He adds: “You are going home and I am dropping you to the airport, personally. You are going back on a flight to Manila, one –way. You are getting no reference. You are getting no wages.
“40 years of age, and you are walking out that gate and you have nothing to show for it, after working two hard years in Ireland.”
Director of the MRCI Siobhan O’Donoghue said she could vouch for the recording’s authenticity and that the worker featured was now in “secure and safe” employment following the intervention of her organisation. There are approximately 25,000 non-European Economic Area workers in the employment permit system. Workers are only allowed to work for the employer stated on the permit and cannot freely change employer. Currently, the permits system requires that a worker stay a minimum of 12 months with an employer. If they wish to change job after this period they must submit entirely new permit application, pay a fee of ?1,000 and wait several months, during which time they are not allowed to work.
Between 2006 and 2009, the MRCI lodged over 250 formal complaints for violations of workers’ employment rights and received ?1.3 million in awards and settlements – 80% of these cases involved workers in the employment permit system.
“It doesn’t take an expert to realise than when you bind workers to their employer and deny them the right to freely change jobs it leads to exploitation. It puts workers in a powerless situation, completely dependent on the employer for their permit and legal status”, she added.
The campaign launch in Dublin was attended by over 50 migrant workers and backed by Dublin Council of Trade Union president Phil McFadden. Supporters were asked to send letters to Enterprise, Trade and innovation Minister Batt O’Keeffe and local TDs. For more information visit mrci.ie.
