Born in May 1959, Brian Lenihan is married to Patricia Ryan and has a daughter and a son. First elected to the Dail in 1996 in a by-election in the constituency of Dublin West caused by the death of his father, he was re-elected in 1997 and 2002, topping the poll on each occasion He was educated at Belvedere College Dublin, Trinity College Dublin, (Foundation Scholar, First Class Hons BA mod) and Cambridge University (First Class Hons LLB), and Kings Inns. He lectured in Law at Trinity College 1984-1996. He was called to the bar in 1984 and made senior counsel in 1997. Brian has been involved in politics all his life: His late father, also Brian Lenihan represented the constituencies of Roscommon Leitrim 1961-73 and Dublin West 1977-95. In a distinguished political career, he served as Tanaiste and a Minister in various portfolios. Brian's aunt, Mary O'Rourke is currently leader of the Seanad; she was a TD 1982-2002 and held a number of senior ministerial posts. His brother Conor, is deputy for Dublin South-West and Minister of State at the Department of Foreign Affairs. Brian's grandfather, Patrick Lenihan was also a Dáil deputy 1965-70. Appointed to the new office of Minister for Children in December 2005, he had been Minister of State with special responsibility for children at the Departments of Education and Science, Health and Children and Justice Equality and Law Reform since 2002. He was Chairman of the Committee on the Constitution from 1997 to 2002. National Record Chairman of Committee on the Constitution 1997 -2002 Under Brian's chairmanship, the Committee addressed a number of serious constitutional issues and facilitated a national debate on the difficult issue of abortion that was widely regarded as calm, informed and inclusive, Minister of State 2002- After the 2002 general election, Brian was given special responsibility for children's issues across the three government Departments of Health and Children, Justice, Equality and Law Reform and Education and Science. In December 2005, following a study chaired by Brian, the government created the new Office of the Minister for Children under his direction as Minister for Children. This means that all those in government whose job it is to look after the interests of children are now working under one roof in a coordinated and integrated effort to deliver the best possible services for children. As Minister for Children, Brian attends cabinet meetings thereby ensuring that the interests of children are taken into account in an unprecedented manner across all areas of government. Among Brian's responsibilities are: * the Early Childcare Supplement payment of €1000 per annum to help parents of children under the age of six with their childcare needs. * the National Childcare Programme, which has a fund of 575 million euros and a target of 50,000 new childcare places in both community-based and private sector facilities. * the special Early Childhood Intervention and Prevention Fund of 36 million euros which the Government will operate in partnership with Atlantic Philanthropies to benefit children and their families in three severely disadvantaged areas of Dublin. * the first ever Irish Longitudinal Study of Children which, with a budget of €24 million will monitor the lives of 18,000 children over a seven year period. It will provide valuable information which will inform our policies for children and their families well into the future. Since taking office in 2002, Brian has made significant progress in a number of children's issues: * he secured massively increased ongoing investment in play facilities which has more than doubled of the number of playgrounds nationwide since 2004 when he introduced the National Play Policy. * he initiated and drove a project for the reform of the juvenile justice system which resulted in a Government decision on Dec 2005 to set up the new Youth Justice Service under Brian's strategic direction as Minister for Children. * he introduced legislation to give enhanced guardianship rights to long-term foster parents and has substantially increased the weekly Foster Care Allowance. * he has overseen the expansion and development of the Garda Central Vetting Unit to enable vetting services to be extended to all the new staff in our schools. A phased roll-out of vetting services to other sectors such youth workers, sports clubs and other voluntary organizations is now underway. * he has also conducted a major review of the adoption laws, leading to the establishment of a national contact preference register through which those who have been adopted can trace their origins. |

Draft Programme
Confidential Draft 12th June 2007. 9.30pm FINAL DOCUMENT "Immigration A fair and strategic immigration policy is imperative to sustaining a strong economy. We welcome legal immigrants who come here to work to support Ireland’s development and we will help them to become full and active participants in Irish life. We will 35 • Speedily review and enact the proposed Immigration, Residence and Protection Bill. The Bill will: o overhauling the body of Irish immigration legislation which dates back to 1935. o set out in a clear andan integrated approach, the whole process for foreign nationals coming to the State, staying here and, when necessary, being required to leave. • Consider - in the context of the Bill allowing partners of permit holders to work following reunification and permanent residency. • Ensure advice and assistance are provided in appropriate languages at ports of entry and that legal aid is provided for immigration cases. • • Further develop the scheme for family reunification for family members of non-EEA national workers in the State. • Introduce a scheme for establishing a status of long-term resident which will apply to persons with more than five years' residence in the State. • Progress in the context of the Employment Permits Act 2006, the introduction of a "green card" or permanent labour migration system for people with certain skills. • Complete the phased implementation of the Irish Naturalisation and Immigration Service. • Ensure a visibly independent appeal process Integration We understand the need to ensure that our new residents are welcomed and that effective integration is supported. Therefore, we will: • Develop a national integration policy, based on equality principles and taking a revised and broader view of social inclusion which builds on the experience of other countries. • Appoint a Minister of State to implement the national integration policy. The Office will bring together in one administrative unit key officials from relevant government departments who provide services to immigrants. • Increase the number of language support teachers to 1,800 and review language requirements across government. • Continue to promote national campaigns aimed at challenging racism and promoting understanding of diversity and fund campaigns that educate the Irish public about the role of immigration in Irish society. • Support the services offered by ethnic-led non-governmental organisations working with the immigrant community, in particular those which provide for the educational, cultural and linguistic needs of migrant workers." http://www.greenparty.ie/en/content/...%2021%2030.pdf |
