Summary
This role will be responsible for ensuring that An Bord Pleanála maximise the value achieved from the use of the current core business applications and that interim and new applications are implemented and managed in a
controlled environment within a best practice framework. The Analyst Programmer will evaluate business requests for new or modified systems to determine feasibility, cost and time required, compatibility with current
system and computer capabilities. He/She will be responsible for formulating plans outlining steps required to develop the system(s), using structured analysis and design.
Duties and Responsibilities:
Management:
- Management and co-ordination of resources.
- Monitor and review performance of staff, providing feedback as required.
- Ability to communicate clearly and concisely with a wide range of people both inside and outside the organisation.
- Commitment to achieving results.
Business and Technical:
- Liaise with business users to define and document requirements.
- Produce systems design proposals and agree same with the business units and the Head of ICT.
- Agree and document all user interface design and data requirements with the business units through prototyping exercises.
- Test delivered systems, routines and programs to ensure the accuracy, efficiency and robustness of the developed code.
- Responsible for the development and execution of test plans, test scenarios, test scripts and / or workflow usage.
- Maintain awareness of the progress and status of all development work being undertaken and advise the Head of ICT as necessary.
- Provide assistance and guidance to other members of the team towards ensuring successful completion of tasks and the delivery of efficient and acceptable systems.
- To develop and maintain efficient, usable, well constructed and well documented program code to specification within time scales and budgets, conforming to best practice standards.
- Collaborate in the design and development of databases to meet new user needs or new technological innovations.
- Control access, monitor performance and tune configuration of applications and databases.
- Identify and resolve user’s problems with regards to An Bord Pleanála’s applications.
- Provide support to other internal departments when required.
Job Requirements:
- Degree in information technology, computer science or a related discipline.
- Commercial certification in technology-centric subjects would also be beneficial.
- Strong interpersonal skills, able to communicate effectively with customers and peers.
- A minimum of 4 years experience in the delivery of ICT applications and services is desirable.
- Excellent analytical and problem analysis skills.
- Thorough understanding and knowledge of the software development lifecycle (SDLC) with the proven ability to follow development and coding standards.
- Four years creating, tuning and maintaining Microsoft SQL Server and/or Oracle databases.
- Four years experience creating front-end applications for database systems using Microsoft .Net and Microsoft Office Sharepoint Server technologies.
- Good knowledge and understanding of other languages and internet technologies such as Java, PHP, JDBC, SQL, XML, XSL, XSLT, XPATH, HTML and CSS.
May be required to work outside normal business hours on occasions.
Salary Scale:
? 49,007 to 62,210 (which includes two long service increments)*
*Different pay and conditions apply to certain persons currently employed in the Public Sector
